O Xαράλαμπος Πατρικάκης γεννήθηκε στην Αθήνα, το 1970. Σούδασε Ηλεκτρολόγος Μηχανικός και Μηχανικός Η/Υ στο ΕΜΠ, από όπου απέκτησε και τον τίτλο του Διδάκτωρα Ηλεκτρολόγου Μχανικού. Είναι Επίκουρος Καθηγητής στο τμήμα Ηλεκτρονικής του ΤΕΙ Πειραιά και συνεργάτης ερευνητής με το ΕΠΙΣΕΥ. Έχει συμμετάσχει σε περισσότερα από 27 εθνικά, ευρωπαϊκά και διεθνή προγράμματα (ESPRIT, RACE, ACTS, IST, ICT, eContent, eContentPlus), σε 12 από τα οποία ασχολήθηκε ως τεχνικός διαχειριστής ή κύριος ερευνητής. Έχει πάνω από 100 δημοσιεύσεις σε κεφάλαια βιβλίων, διεθνή περιοδικά και συνέδρια, και έχει 2 συνεισφορές στην εθνική νομοθεσία. Είναι μέλος επιτροπών έκδοσης σε περισσότερα από 50 διεθνή περιοδικά και συνέδρια και έχει επιβλέψει την έκδοση έκδοση τευχών διαθνών περιοδικών και συνεδρίων, ενώ έχει επίσης συμεμτάσχει στην έκδοση 2 βιβλίων.
